The Western Climate Initiative Continues to Update its Draft Rules

The Western Climate Initiative continues to update its draft rules to broaden the scope of its cap and trade program as well as draft GHG emission reporting requirements.  The new draft includes transportation fuels, residential and small commercial facilities in the program; refines the role of offsets in meeting reduction targets; and establishes an annual reporting threshold.  A final draft will be issues on September 22, 2008.
